Which option is best to select to submit H1B extension with I 140 approved as in my case. Please suggest as I m confused between 2 and 3 and I believe it should be 3 as in H1B we r not entitled to get any public benefits.

There is a new rule on Feb 24th enforced by USCIS on public charge benefits. Part of this rule now employer is asking us whether we have taken any public benefits or not , this form is made mandatory now for I 129 submission. It has 3 options to select:-
1. Yes beneficiary has taken public benefits and there’s a list to select from
2. “No , the beneficiary has not received any of the above listed public benefits “
3. “No the beneficiary is not certified to receive any public benefits “

Which option is best to select to submit H1B extension with I 140 approved as in my case. Please suggest as I m confused between 2 and 3 and I believe it should be 3 as in H1B we r not entitled to get any public benefits. Need others view as well. Thanks.
