My Status changed to F1, switch back to H4, or change School?

Hello, I need input ASAP; my wife’s h4 to f1 cos(under premium) got approved recently (a couple of days back) for spring 2024. We have decided not to go to that specific university for personal reasons.

1. What are our immediate options to get back to h4? H4 valid till 2025.
2. Do you have any idea how we can transfer to another university in our case?
