My Employer won’t Sponsor Green Card | How to Extend H1B Beyond 6 Years?

At the end of my H1B ( 6 years ) would I be able to apply for a green card? My employer did sponsor me with an H1B but they won’t apply for the PERM labor certification for any employees apparently. I read that at the end of the 6 years, you can apply for a green card but I didn’t understand if the application ( at the end of the 6 years ) must be sent from your employer or if it can be done from me and like hiring a personal lawyer.
