I was on an H1B with an approved I 140, now I am a Canadian Citizen. Should I apply for TN or H1B?

Am I eligible to apply for a TN visa? I am now a Canadian Citizen.

I worked in the USA on an H-1B visa with I-140 approval. I am now a Canadian Citizen with a BS in Electronics, working as an IT Professional.

1) Am I eligible to apply for a TN visa?
2) What are the chances of approval or denial of a TN visa?
3) Let’s say I get TN. Can I change my status from TN visa to previously held H-1B, which has I-140 approved, or should I apply for a new H-1B application?
